This change comes thanks to a memorandum of understanding (MoU) signed by the UAE’s Ministry of Interior (MoI) and Texas’ Department of Public Safety in America. The agreement facilitates mutual recognition of driving licences, ensuring smoother procedures for both sides. For years, US licence holders have been able to exchange their permits for UAE licences under the MoI’s ‘Markhoos’ initiative without needing tests. Now, UAE drivers can enjoy the same convenience when heading to the state of Texas.
How To Exchange Licences In Dubai
If you’re in Dubai and need to convert your licence to an international one, the process is easy and online. Here’s what you need to know:

1. Requirements
To apply for a UAE licence, have these ready:
- Emirates ID
- Original driving licence
- Legal Arabic translation of your licence
- No Objection Certificate (NOC) from your sponsor
- Two passport-sized photos
- Completed application form
- Valid eye test result from an RTA-accredited centre
2. Steps to Apply
- Visit the RTA website and log in using your Emirates ID, passport details, or traffic file number. You can also log in via UAE Pass.
- Submit the required documents and pay the processing fee (around AED 900).
3. Getting Your Licence
After applying, head to an RTA Customer Happiness Centre with your Emirates ID and original licence. Once verified, your new UAE licence will be printed and handed to you. (For Apple users, your electronic licence can be added to your Apple Wallet through the RTA Dubai App for added convenience.)
