UAE To Launch Affordable Health Insurance for Private Sector Workers From January 1

The UAE Ministry of Human Resources and Emiratisation (MoHRE) has rolled out a competitively priced health insurance plan for private sector employees and domestic workers not currently covered by insurance. This initiative, part of a broader Health Insurance Scheme approved by the UAE Cabinet, aims to ensure every worker in the country has access to essential healthcare services. This new insurance scheme will take effect from Wednesday, January 1st, 2025 onwards and will cover private sector employees in Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, and Fujairah, complementing the existing mandatory health insurance systems in Abu Dhabi and Dubai. Keep reading to find out all the important details and this scheme means for you.

Affordable Insurance With Extensive Coverage

Employers can purchase the policy via the DubaiCare Network or other accredited providers through various channels, including online platforms and service centres. The network includes seven hospitals, 46 clinics, and 45 pharmacies, ensuring accessible care across the UAE. The insurance package, available through the DubaiCare Network, is priced at AED 320 per year and covers workers aged 1 to 64. It includes:

  • Inpatient care: 20% co-payment, capped at AED 500 per visit and AED 1,000 annually.
  • Outpatient care: 25% co-payment, with a maximum of AED 100 per visit and no charges for follow-ups within seven days.
  • Medications: Co-payments capped at 30%, up to AED 1,500 annually.

Chronic illness treatments are covered immediately, with no waiting period. Dependents can also access similar benefits under the plan.

Getting Started With The New Scheme

Employers are required to purchase this new health insurance policy before issuing or renewing residency permits. However, the mandate excludes work permits issued before January 1, 2024, until their renewal. This ensures a smooth transition while progressively increasing coverage.

Benefits for Workers & Employers

The scheme aims to reduce financial burdens on employers while ensuring workers receive timely healthcare. By covering medical treatment costs, it minimises sick leave and associated expenses for uninsured employees, ultimately boosting productivity and competitiveness. According to H.E. Khalil Al Khoori, Undersecretary of Labour Market and Emiratisation Operations, this initiative reflects the UAE’s dedication to safeguarding worker welfare. It complements other measures like the Worker Protection Programme and Unemployment Insurance Scheme, creating a secure and supportive environment for employees.

A Future Of Universal Coverage In The UAE

Starting January 2025, this health insurance initiative marks a significant step towards achieving 100% insurance coverage for workers nationwide, aligning with the country’s vision of sustainable development and global competitiveness. For more information, employers can visit the official websites of MoHRE, the Federal Authority for Identity, Citizenship, Customs, and Port Security, or the Ministry of Health and Prevention.
