1. Stricter Federal Traffic Laws
Mark your calendars for March 29, 2025, when a new federal decree on traffic rules will come into effect. Here’s what’s changing:
- Younger Drivers: The minimum age for getting a driver’s license will drop to 17 years.
- Noise Limits: Vehicles making excessive noise will be banned, and honking in cities will only be allowed to prevent accidents or danger.
- Pedestrian Safety: Crossing roads with speed limits over 80 km/h will be prohibited. Non-compliance could lead to civil or criminal penalties with high-level fines.
- Stricter Penalties: Severe violations like driving under the influence, hit-and-runs, and reckless driving in hazardous areas will result in “deterrent penalties.”
- Hazardous Transport: Special permits will be required to transport dangerous materials or unusual loads.

2. Increased Emiratisation Targets
New Emiratisation rules will come into effect for smaller companies with 20 to 49 employees in 2025.

- AED 96,000 fine in 2025 for missing targets.
- AED 108,000 fine in 2026 for ongoing non-compliance.

3. Female Representation On Company Boards
Starting January 1, 2025, women must be represented on the boards of private joint-stock companies.

5. Nutrition Labelling
Starting June 1, 2025, a new labelling system in Abu Dhabi will require certain foods to display their nutritional value through Nutri-Mark. Here’s what to expect:
- Grading System: Foods will be rated from A (most nutritious) to E (least nutritious).
- Initial Focus: Baked goods, oils, dairy, children’s food, and beverages are the first items to be labelled.
- Enforcement: Items without proper Nutri-Mark labels or with incorrect grades will be pulled from shelves, and fines will be issued.
